What We Do

Mainstay provides human service and housing programs across Massachusetts, including permanent supportive housing and compassionate, person-centered home care. Our programs have helped hundreds of people live productive and stable lives in their own communities every day for all of these years.

Our History

Mainstay was founded in 1975 under the name Mental Health Programs, Inc. (later MHPI, Inc.)- to provide affordable, community-based housing to people with mental illness. In 1999, a service affiliate, Residential Support Services Inc. (RSSI), was founded to provide care and services to our residents and others in the community. Our mandate has since expanded to cover a variety of vulnerable populations, including low-income elders; people with intellectual, developmental, and physical disabilities; and the recently homeless. In 2019, the companies were merged under the name Mainstay to reflect our integrated programs and approach to care.

Larry Oaks

With twenty two years of non-profit and for profit leadership experience, Larry became the second President and CEO of MHPI in January, 2018. Most recently he was a Managing Director at the Corporation for Supportive Housing, a national non-profit that advances housing based solutions to help vulnerable people lead productive lives. Prior to CSH he served as Vice President of Housing at the Local Initiatives Support Corporation (LISC) in New York City, a community development financial institution with thirty one offices nationwide. Earlier in his professional life he was as a Senior Project Manager at Peabody Properties, Inc., an award winning developer of multi-family and supportive housing headquartered in Braintree, MA. For the first twelve years of his career he held a number of positions at the New York City based non-profit organization Housing and Services, Inc., including four years as Executive Director.

Paul Lemieux

Paul Lemieux, Chief Operating Officer, of MHPI, Inc. (MHPI) since 2002, brings a diverse background of over 30 years of accounting and finance experience gathered through a variety of business environments. At MHPI, Paul is responsible for the overall administration of staff and operations under the direct supervision of the President/CEO. He is actively involved in strategic planning to ensure the organization’s financial strength, and directly oversees a number of areas including finance, property management, human resources, communications and development. During his time at MHPI, Paul played a major role in MHPI’s developing new housing, as well as preserving a number of MHPI’s original projects though HUD’s 223(f) program. Prior to joining MHPI, Paul held a number of senior finance positions at both private and public companies, including ABB Optical, Big & Tall Shoppes of America, Arnold Worldwide Advertising and Scandinavian Design Furniture Company, where he developed and implemented systems (both manual and automated) that enhanced operations, streamlined processes and improved bottom-line results.
